When the vultures stop scavenging
And start hunting their food,
When the psychopaths stop raping
And start living life good
That’s when,
That’s when, my friend,
That’s when the world has changed

Exactly. The poem was meant to indicate, that the world will not change. That there will always be something bad in this world..
